2. Joseph Stalin
A gargantuan death toll and regime created misery are the lasting legacies of this unhinged leader. Josephy Vissarionovich Stalin was General Secretary of the Communist Part of the Soviet Union from 1922 to 1952. He led his nation through WWII and during most of the Cold War. Hundreds of thousands were imprisoned during the Great Purge which sought to eliminate opponents to Stalin’s authority. Official records state that almost 1 million citizens were shot between the years 1930 and 1952, and many more died from being tortured. Famines that resulted in the death of 20 to 25 million people occurred from policies implemented by Stalin. His authoritarian regime suppressed the will of many of its citizens for decades.
